Scotland outlines tier system as millions face new restrictions across UK

Nicola Sturgeon has revealed more details of a tiered system planned to replace temporary coronavirus restrictions across Scotland.

The First Minister said the new framework will ‘strengthen our resilience to live with this virus’ and will detail support for businesses in the future should they be the subject of further restrictions required to tackle Covid-19.

The new system will begin when the temporary restrictions end on October 25.

‘We intend to replace the temporary restrictions with a new strategic approach to managing the pandemic,’ Ms Sturgeon told a virtual session of the Scottish Parliament on Thursday.

‘This new strategic approach will set out the different tiers or levels of restrictions which will be set out which may be applied in future, either locally or across Scotland, depending on how the virus is spreading.

‘When we publish this new framework, which will then of course be subject to debate and decision by Parliament, we will indicate based on the latest advice from the national incident management team and from our clinical advisors what level of intervention should apply to each part of the country when the temporary restrictions end on October 26.’

The framework will also set out measures to increase compliance with self-isolation as well as future projections of daily testing capacity.

The Government has been pushing for the region?s politicians to accept Tier 3 measures which would include the closure of pubs and bars unless they could operate as restaurants. Meanwhile in England, half of the population will be under stricter lockdown measures from Saturday after a new ‘three-tier’ lockdown system was introduced.

London will move into tier two of the alert system from Saturday, banning people from separate households mixing indoors – including in pubs and restaurants.

Essex, Elmbridge, Barrow-in-Furness, York, North East Derbyshire, Erewash and Chesterfield will also move into the second tier of measures.

But a bitter political row between local politicians and the Government has so far prevented Greater Manchester being moved into tier three – the most severe restrictions.

Greater Manchester mayor Andy Burnham is strenuously resisting the restrictions, saying what is proposed goes far beyond just closing pubs and bars and is not guaranteed to bring the outbreak under control.
